THE COUNTRY'S FIRST oilfield--Chinguetti, brought on stream in late-February--has experienced technical problems. Production was due to have built up to a plateau rate of 75,000 barrels/day and averaged 66,000 barrels/day in March, but declined to 53,000 barrels/day in April and to 41,000 barrels/day for most of May.
