LECs must increase capacity to handle Internet traffic. The Web won't bring down the local network, just LEC profits. How do you convince people that a threat is real enough to require immediate action, and at the same time reassure them that this very real threat will never be allowed to materialize? That's the conundrum that local exchange carriers (LECs) face when it comes to concerns about Internet traffic overloading the public switched telephone network (PSTN).
