Why the 'Net won't cause PSTN meltdown. (public switched telephone network)

LECs must increase capacity to handle Internet traffic. The Web won't bring down the local network, just LEC profits. How do you convince people that a threat is real enough to require immediate action, and at the same time reassure them that this very real threat will never be allowed to materialize?
