It's become clear that telco back-office functions are a major obstacle to local competition. So it's not surprising that this year's Supercomm trade show was rife with tales about CLEC/ILEC installation and repair order difficulties.

Back-office issues are moving to the regulatory forefront. Michael Friduss and Charles Hempfling (www.iec.org) program. They have worked under contract with the Department of Justice (DoJ) for most of the past three years, reviewing ILEC requests for long distance approval. Five such requests have been filed, and none granted, primarily because the ILECs had not satisfied item #2 of the Telecom Act's infamous "checklist," which is to provide "nondiscriminatory access to unbundled network elements (UNEs)" to their competitors....
