Two of the major service providers in the packet voice market closed out 1999 with significant announcements on service rollouts and vendor selection. The details say a lot about the state of the art in voice over IP (VOIP)--both hype and reality--as well as about the real promise of the new softswitch concept to revolutionize public voice networks.

The pair of carriers--Williams Communications (www.level3.com) are often seen as representing the extremes in the IP-vs.-ATM battle, with Level 3 swearing allegiance to IP while Williams touts the quality of service (QOS) merits of ATM.
