The ILECs reign supreme and the data is for real. The future of carrier services is starting to take shape. Almost four years after the Telecom Act of 1996 went into effect, the carrier industry appears to be moving into the next stage of its post-deregulation evolution. Many predictions that were made once the Act was passed have either come true or seem likely to.
Unfortunately, those predictions came primarily from folks who were cynical about what the Act would accomplish.
