The new Centrex: outsourcing voice.(Briefing)

Proponents say that voice-over-IP (VOIP) technology offers a new lease on life--and new business model--for Centrex. But does IP really add anything to the familiar lease-vs.-buy decision, which in the TDM world was resolved decisively in favor of "buy"?
