European Internet telephony providers, who have been largely ignored by regulators up to now, are going to face new rules and requirements, some of which may be costly. The European Union (EU) has attempted to streamline licensing and regulation of all communications within its member states and eliminate distinctions between data and voice, conventional and Internet-based technologies.

A set of EU Directives--which member states are currently implementing into their national telecom laws--will significantly affect the licensing requirements of Internet telephony in Europe.
