Jim Wilkes Michigan Chronicle 10-03-1995 City names new finance director. Mayor Dennis W. Archer has announced the appointment of Valerie L. Johnson as finance director of the City of Detroit, effective Sept. 18. Prior to accepting this position with the city Johnson was a director in the Public Finance Group at Merrill Lynch & Co.
