Thomas Stallworth wants to take his plans to conquer blight, improve city services and fix up the neighborhoods to the Detroit City Council. The native Detroiter, who holds a bachelor's degree in urban planning and development from Michigan State University, made the top 18 in the council race. "Even though we have a strong mayor form of government, I think there are a lot of things the council can do to make this city better," said Stallworth, 52. "We have the power to get vacant buildings down faster, to direct money to neighborhood projects and we can certainly hold the administration accountable."
