Battling Alcohol Advertising Ban--The University of Pittsburgh student newspaper has taken the state to court to fight a ban on alcohol advertising in newspapers "published by, for or on behalf of any educational institution." The law, aimed at reducing underage drinking by teens and college students, was upheld by a lower court.

The Third Circuit Court of Appeals heard oral arguments in the case last month. The 1997 law--Pennsylvania Act 199--has been fought against since its inception. Under the law, newspapers can run advertisements for bars, so long as they do not mention alcohol. The paper argues the law is unconstitutional because it prevents the newspaper from determining its content. The case is being handled by the American Civil Liberties Union (ACLU)...
