Burns, 46, has been named president of General Motors Europe, in charge of the overall coordination of Opel/Vauxhall passenger car and light commercial vehicle activities in Europe.

He succeeds Richard M. Donnelly, 55, who has been named vice president of GM International Operations, responsible for the coordination of all manufacturing and quality activities for the company outside North America.
