M2 PRESSWIRE-29 October 1999-USDA: USDA announces special import quota #10 for upland cotton (C)1994-99 M2 COMMUNICATIONS LTD RDATE:281099 WASHINGTON -- James Kearney, Acting Executive Vice President of USDA's Commodity Credit Corporation, today announced a special import quota for upland cotton that permits importation of a quantity of upland cotton equal to one week's domestic mill use.

The quota will be established on November 4, 1999, allowing importation of 40,830,552 kilograms (187,533 bales) of upland cotton.
