Dr. P.B. Jayasundara, Secretary, Finance and Planning, signed the agreement on behalf of the government of Sri Lanka and, Dr. Mariana Todorova, Country Director, Sri Lanka, signed on behalf of the World Bank in the presence of Shoei Takahashi, minister, and Kenji Seiyama, Second Secretary, Economic Cooperation, Embassy of Japan in Sri Lanka....
