Sen. Hillary Rodham Clinton, who was one of the top 10 pork-barrel spenders in the Senate last year, reversed course yesterday and signed on to a moratorium on such projects in the 2009 federal budget.

Mrs. Clinton, New York Democrat and a presidential candidate, was following the lead of Sen. John McCain, the Republican Party's presumed presidential nominee, who over the weekend announced that he was championing the moratorium and would make pork-barrel spending a major campaign issue.
