To conservatives who suspect the Internal Revenue Service is out to get them, the parallel stories of Fortress America and Public Citizen only buttress their view. Both are tax-exempt groups subject to varying rules under the tax code. But in the world of Washington opinion-shaping, the two could not be more different.
Founded by the Ralph Nader, Public Citizen is a left-leaning conglomeration with a $9.5 million annual budget. During a 25-year history, it has lobbied lawmakers, indoctrinated the public and targeted congressional members. Fortress America is a right-leaning advocacy group spending about $400,000 in its first year. It lobbies one issue - a United Nations "takeover" of the U.S. military.
