The White House has dropped plans to name an anti-nuclear activist as the Energy Department's top intelligence official, after hearing strong protests from a bipartisan group of powerful lawmakers. A congressional staffer said yesterday that the views of Eldon Greenberg, a lawyer for the private Nuclear Control Institute, were simply out of step with President Clinton's nonproliferation policies.
