Byline: Gene Mueller, THE WASHINGTON TIMES The National Oceanic and Atmospheric Administration's recent annual report on the status of U.S. marine fisheries to Congress didn't contain a great deal of encouraging news. By tracking of population levels and harvest rates for species caught in federal waters - meaning between three and 200 miles off the U.S. coasts - the report showed a big problem with overfishing.
