The lights are dimming for the opposition in Chula Vista. MMC Energy Inc. reports that staff members at the state Energy Commission recommends licensing a 100-megawatt natural-gas-fired power plant in Chula Vista to replace an existing relic. City bureaucrats there dragged their heels for months and months before MMC decided to take the project to Sacramento for the green light.
