The Distilled Spirits Council said that Senate Bill 795, which calls for a 5 percent excise tax on all off-premise wine and distilled spirits, would punish small businesses and harm the hospitality industry, despite Arkansas' nearly $850 million budget surplus.
More than half of the price of a typical bottle of spirits now goes toward taxes, the council said.
