The Arkansas Public Service Commission has ordered an investigation into Entergy Corp.'s system agreement after a Federal Energy Regulatory Commission law judge ruled last month the other states in Entergy's system should pay part of a Vidalia, La., plant's production costs

> The Arkansas Public Service Commission has ordered an investigation into Entergy Corp.'s system agreement after a Federal Energy Regulatory Commission law judge ruled last month the other states in Entergy's system should pay part of a Vidalia, La., plant's production costs. If the full federal commission upholds the decision, the order would shift $25 million of 2003 costs to Entergy Arkansas customers retroactively.
