Rick Kelley of Conway and Jim Harris of Bryant have become Arkansas Certified Emergency Managers for the Arkansas Department of Emergency Management. The requirements to become an Arkansas Certified Emergency Manager include completion of the Federal Emergency Management Agency's Professional Development Series and a curriculum of courses from the U.S.
Department of Homeland Security. Kelley is the ADEM area coordinator for Southwest Arkansas. Harris is the ADEM bio-terrorism and agriculture coordinator.
