Pa. House Passes Consumer Advocate Bill HARRISBURG, Pa.--Legislation to establish a consumer advocate for insurance in Pennsylvania has been passed by a vote of 195 to 6 in the House of Representatives and sent to the Senate. The action was taken by the House one day after Gov. Robert P.
