Health Benefits Key Issue In Phone Strike Health insurance benefits are the primary point of contention in the strike against three `Baby Bell' telephone companies. Some 160,000 workers went on strike Aug. 6 against NYNEX, Bell Atlantic and Pacific Telesis after the companies could not agree on a new contract with the Washington, D.C.-based Communications Workers of America and the International Brotherhood of Electrical Workers.

The unions refused a corporate proposal that would partially shift health care costs to employees. Bell Atlantic, based in Arlington, Va., said it is trying to control costs in its self-insured health plan adminstered by Blue Cross by getting employees to be more cost-conscious.
