Bush Seeks To End Crop Ins. Program WASHINGTON--President Bush has indicated he will seek elimination of the Federal Crop Insurance Program. The proposal came in the president's annual budget message to Congress in which he said he will introduce a bill that asks only for enough money to meet prior year obligations and 1991 administrative costs for program elimination.

However, insurance industry representatives said that the administration may be willing to compromise on the issue.
