Insurer Passes On Rebounding Tips SAN ANTONIO, Texas -- Developing a strategic plan and stricking with it helped pull Farmers Alliance Mutual Ins. Co. back from the brink in the mid-1980s, according to its executive vice president, Thomas A. Brown. In 1984, McPherson, Kan.-based Farmers Alliance had a number of financial strikes against it, including: * a policyholders' surplus of just over $20 million; * a combined ratio of 119.6; * a return on policyholders' surplus of minus 12 percent; * a net premiums written to policyholders' surplus ratio of 2.9-1.0; and, * an A.M.

Best Co. "B" rating. By 1989, based on its adherence to a strategic plan, Farmers Alliance was able to report: * policyholders' surplus of over $51 million; * a combined...
