No Prop. 103 Refund For Big Calif. Co. A leading California insurer is not required to refund any premiums under Prop. 103 and a second insurer must refund only $17.5 million, according to an administrative law judge. Former Insurance Commissioner Roxani Gillespie had recommended that the first insurer, California State Automobile Association, refund $92 million to its policyholders, and that the second, SAFECO, refund $41 million.

The proposed decision by Administrative Law Judge Paul M. Geary is subject to review by current Insurance Commissioner John Garamendi, who can accept it, modify it based on the hearing record, or reject it.
