The Delaware Senate has chosen not to act on legislation passed earlier by the House limiting Insurance Commissioner David Levinson's regulatory authority, but has instead sent the matter to the State Ethics Commission for an investigation. Four pieces of legislation which had passed the House nearly unanimously were still sitting in the Senate Insurance and Elections Committee when the Delaware legislature's formal session ended last week.

But the Senate did pass Resolution 63, which formally moved the matter into the hands of the State Ethics Commission--a seven member committee appointed by the governor charged with investigating state employee violations of conflict of interest and the Delaware state code of conduct prohibitions.
