AUSTIN - Texas Governor Ann Richards is undergoing the toughest test yet of her plan to reform insurance regulation as the Texas Senate considers whether to confirm some of her most controversial appointees. Gov. Richards, a Democrat, testified last year at an auto rate hearing as one of her first official acts in office.

She then backed up her campaign promises to make the insurance industry more responsive by appointing industry critics to important regulatory and advisory posts. The biggest confirmation fights could be over State Board of Insurance member Allene Evans and Amy Johnson, director of the Office of Public Insurance Counsel.
