WASHINGTON - Proposals to exempt health care professionals and hospitals from federal antitrust laws "could be a step backward that harms consumers by hindering effective competition," Federal Trade Commission Chairman Janet D. Steiger has warned. In a major speech on antitrust enforcement in the business of health care, Ms.
