"When you're trying to hit a moving target, you aim ahead of it. Current health reform efforts completely fail to observe this basic rule of marksmanship," Randall K. Abbott, managing director of Alexander & Alexander Consulting Group's national strategic health care practice, recently said at a New York health care seminar.

"Health care in America is already undergoing a major reformation totally independent of current federal and state health reform activities," he said. "It's a process driven by managed care, provider initiatives, corporate consumerism, and a focus on improving the quality of care. Health reform will merely attempt to regulate the process now underway." ACG has identified six "future forces" driving the change in health care, he said....
