AIA strikes compromise on McCarran. (American Insurance Association, McCarran-Ferguson Act)

WASHINGTON--The American Insurance Association and House Judiciary Committee Chairman Jack Brooks, D-Tex., have reached a final agreement on legislative language to reform the McCarran-Ferguson Act, although most insurance groups remain opposed to any change. The final language expands the safe harbors to include workers' compensation experience rating plans filed with states.

However, the proposal would phase out any McCarran-Ferguson protection for joint trending activities three years after enactment. David Pratt, senior vice president of government affairs for the Washington-based AIA, said that the association and Rep. Brooks were able to work out the final language after the crime bill and the telecommunications bill cleared the JUdiciary Committee....
