Fortis Benefits Ins. Co. and the Menninger Clinic have developed a return-to-work scale designed to help an insurer identify claimants on whom it should spend rehabilitation resources and those claimants who are likely a lost cause in terms of returning to work. "The scale provides a guide to quantify how the cause and type of disability, among other things, are related to whether an individual returns to work," said Jeffrey Seeman, disability claims manager with Kansas City, Mo.-based Fortis.

"We're able to spend our rehabilitation resources a lot more wisely," he added. He also said the RTW scale will allow Fortis, which insures approximately one million people through its group long-term disability plans, to increase the amount of money it spends on...
