WASHINGTON-Introduction of a moderate health care reform bill last week by Senate Democratic Majority Leader George Mitchell weakened House Democratic members' support for the bill proposed a few days earlier by House Majority Leader Richard Gephardt. Rumors were circulating on Capitol Hill last week that the House bill would be modified, in light of the Senate bill employer mandate.

House Speaker Tom Foley announced last week that debate would be delayed. "The task of finding 218 votes for the House bill became more difficult when Sen.
