Specially designed software packages are augmenting or even taking the place of the traditional human resources department at a growing number of companies. Take the case cited by The Segal Company, a New York City-based employee benefits consulting firm. Segal's administrative and consulting department head, Andy Phillips, described one client, a start-up telecommunications firm, which found itself faced with 2,000 new job openings to fill.

The firm decided to use a combination of custom programming and packaged software to handle the task.
