The apparent failure, following the recent crucial Senate procedural vote, of the product liability reform proposal developed by the Clinton administration and Senate leaders may prove to be a blessing in disguise. While the inability to move the controversial, severely compromised bill is certainly a blow to those reform advocates who have been fighting this battle for more years than anyone can remember, the fact remains that the legislation drew flat-out opposition from many in the business community and raised significant concerns in the insurance industry.
