Implementation of the federal law that governs the employment of ex-felons m the insurance industry is still spotty among the states, judging by a recent random survey of regulators. The lag in compliance with Section 1033 of the Violent Crime Control and Law Enforcement Act of 1994 exists despite recent seminars and efforts by the Kansas City, Mo.-based National Association of Insurance Commissioners to familiarize its members with the statute.

Under the provisions of the federal law, anyone with a conviction for a crime of dishonesty or breach of trust must apply to their state insurance commissioner for permission to work in the industry.
