Legislation to repeal or modify the highly controversial installment sales tax provision is expected to eventually reach President Bill Clinton's desk despite some concerns on Capitol Hill over potential benefits to multinational corporations. Robert Rusbuldt, executive vice president with the Alexandria, Va.-based Independent Insurance Agents of America, said he is highly confident that Congress will pass legislation addressing concerns expressed by agents and other small businesses over the impact of the installment tax provision, which has been estimated to reduce the sale value of some small businesses by 10 percent or more.
