Employers with nationwide operations who self-insure their workers' compensation risks in multiple jurisdictions are not having an easy time of it, according to a self-insurance organization. The difficulties were described by the Self-Insurance Institute of America, based in Santa Ana, Calif., which is trying to prod the nation's regulators into simplifying and homogenizing their requirements.

Presently, they noted, interstate self-insureds must struggle with regulatory variations that often result in unnecessary costs and administrative burdens.
