Byline: JAY MILLER City-owned Cleveland Public Power has lost its traditional price advantage against longtime rival Cleveland Electric Illuminating Co., a unit of FirstEnergy Corp. Bill Callahan, a West Side resident, noticed last month that his CPP rate had risen to 12.7 cents per kilowatt-hour, and when he ran a comparison he found the rate was equal to what Cleveland Electric Illuminating is charging.
