Blue Cross may win debt fight with LTV Blue Cross and Blue Shield of Ohio still has a shot at leapfroging other creditors and collecting about $35 million in health-care claims left in limbo when LTV Steel Co.'s parent, LTV Corp., filed its 1986 bankruptcy petition. Blue Cross has lobbied long and hard in Washington in an effort to attain special status for its claims against LTV.

Since its falling out with LTV, the insurer has appealed to the Federal Bankruptcy Court, raised doubts at local hospitals that they might have to swallow some bills, hinted that LTV Steel's workers and retirees could be liable and enlisted the support of Sen. Howard Metzenbaum, D-Ohio. Blue Cross acted as a third-party administrator of the steelmaker's self-insured benefit plan...
