Department of Health and Human Services, set strict guidelines for hospitals and doctors engaged in business arrangements, such as joint ventures. The rules went into effect July 29. The rules are designed to prevent doctors and other healthcare providers from profiting by referring Medicare and Medicaid patients to medical offices in which the doctors have an ownership interest.
