Hospitals mull Medicare's 'safe harbors' New Medicare and Medicaid "anti-kickback" rules governing the business relationships between hospitals and doctors have hospital executives and healthcare lawyers reviewing deals which could be threatened. The rules, which were issued last July by the U.S.

Department of Health and Human Services, set strict guidelines for hospitals and doctors engaged in business arrangements, such as joint ventures. The rules went into effect July 29. The rules are designed to prevent doctors and other healthcare providers from profiting by referring Medicare and Medicaid patients to medical offices in which the doctors have an ownership interest. The Medicare and Medicaid Patient and Program Protection Act was passed by Congress in 1987....
