Senate and House negotiators hope to agree this summer on a compromise version of sweeping reform legislation that would consolidate the $8 billion job training system into a few block grants to the states from what has been a myriad of 70 federal programs. The legislation permits states to set up one-stop centers to provide coordinated employment and training services at a single location.

It also eliminates many federal strings and requirements to give states greater freedom to respond to changing local economic conditions.
