A new steelmaking technology nearing commercialization could lead to more steel capacity at a lower cost, a key combination during a time when global overcapacity is depressing steel prices and creating major problems for integrated steel companies such as LTV Corp. The technology is called strip casting, and it could make it possible to build ``micromills'' in the middle of a manufacturing region.

These highly efficient plants would be inexpensive to build and operate relative to steel industry norms and would pose serious competition for traditional mills, according to steel experts such as Christopher Plummer, managing director of Metal Strategies Inc., an industry consulting firm in West Chester, Pa.
