Hurray for Wal-Mart. Its decision to pass on building a store at the proposed Steelyard Commons shopping center sent a message to Cleveland City Council that it won't play its silly negotiating games. Too bad, though, for those Clevelanders who could have benefited from the same easy access to the nation's biggest retailer that suburbanites enjoy.
How ironic. For a half-century, cities such as Cleveland have watched retailers abandon stores within their borders in favor of locations in suburban strip centers and malls. Finally, a prime opportunity presents itself for a major shopping complex within walking distance of downtown, and City Council puts a hurdle in front of the project's anchor tenant.
