City takes a flyer: Cleveland has hired a new airport director. He's Ricky D. Smith Sr., senior deputy executive director of the Maryland Aviation Administration, which operates Baltimore/ Washington International Thurgood Marshall Airport and a smaller regional airport. Mr. Smith will replace John Mok, who has been the city's director of port control since 2002, running both Cleveland Hopkins International Airport and Burke Lakefront Airport.

Mr. Mok apparently fell out of favor with Mayor Frank Jackson partly because of a belief, disputed by Councilman Zack Reed, that Mr. Mok discriminated against blacks, and that he kept city officials at arm's length in his running of airport operations.
