Edison, Consumers propose rates, if.... (Detroit Edison Co.; Consumers Power Co.; conditions of the the two companies in their rate proposals)

LANSING - Michigan's two largest electric utilities have proposed new rates or transmission services, answering the state's call to open energy competition. But Detroit Edison Co. and Jackson-based Consumers Power Co. said their offers, filed last week with the state Public Service Commission, hinged on the resolution of other issues linked to electric-utility deregulation proposed by the Michigan Jobs Commission, including possible recovery of past investments.

"Detroit Edison is concerned that a piecemeal approach to implementation of the Jobs Commission framework is not conducive to a resolution which is fair to Detroit Edison's employees, customers and shareholders," Edison's filing states. The company will offer, effective Jan. 1, a "retail wheeling"...
