Billions are at stake under competing deregulation plans After a summer of storms that knocked down power lines and oppressive heat that stretched their supplies, Michigan's electric utilities have something else on their agenda this fall. It's the possible deregulation of their industry. Billions of dollars are at stake for the utilities, their customers and their potential competitors.
How much each group may gain or lose will depend on which plan is adopted by state lawmakers and regulators. Deregulation, which promises to bring competition and choice to the state's electric-utility industry, has been the mission of the Michigan Public Service Commission for the past two years. Gov.
