Ameritech complaints fall as rules tighten.(Brief Article)

LANSING - After a year of service woes, Ameritech Michigan is again meeting a 36-hour state standard for phone-service repairs, and customer complaints are declining. But while Ameritech improves service, state regulators are drawing up new service-quality rules that could require shorter repair times and heightened customer credits.

The rules, which would apply to all providers of local phone service, also could include fines. The new rules likely would carry more weight than rules that expire in September. Those 1996 rules require companies to repair service within 36 hours on average.
