John Engler learned that Blues CEO Richard Whitmer packs a powerful counterpunch. Whitmer won a yearlong battle to save the state's dominant health insurer and third-party claims administrator from changes to insurance law in 2002, even after Engler made it a goal worthy of mention in his final State of the State address in January.
