State tightens rules in DTE's favor on choice.(News)(electric utilities)

Byline: Amy Lane Detroit Edison Co. customers that switch to alternative electricity suppliers are going to face some new rules. Under a Michigan Public Service Commission order issued last week, customers that now leave Edison must remain with alternative suppliers for two years, if they want to later return to the utility in peak summer months and pay regulated rates.
They must also notify Edison of their intention to return to Edison summer service by Dec. 31 of this year and by Dec. 1 in all other years. The requirement had been 30 days or 60 days of notice. Customers who don't give the required notice or don't stay with a supplier for two years will pay a higher regulated rate or market-based rate, whichever is higher. The PSC said the changes...
